ACR/PCR Transition Deadline Approaching

Australia is making a significant shift in how aerodrome pavement strength is measured, transitioning to the new Aircraft Classification Rating (ACR) / Pavement Classification Rating (PCR) system. This move brings the country in line with the International Civil Aviation Organization (ICAO) standards and will replace the current ACN/PCN method by 26 November 2025.

The ACR/PCR system offers a more precise evaluation of runway pavement strength and aircraft compatibility. Under the new framework, aircraft manufacturers will assign an ACR to aircraft, while aerodrome operators will be responsible for determining and publishing the PCR for any runway intended for aircraft weighing over 5,700 kg MTOW.

To support this transition, Airservices Australia’s AIS will cease publishing PCN values in the ERSA Physical Characteristics section from 27 November 2025. Runways without an official PCR listed by this date will be marked as ‘Unrated’, unless a PERM NOTAM is submitted to provide temporary data.

Aerodrome operators must act now to avoid disruptions. Submit a DCR with updated PCR data via the ADO Portal by 07 August 2025, or issue a PERM NOTAM promptly after that date if necessary.
