The Civil Aviation Safety Authority (CASA) is seeking industry feedback on proposed amendments to Part 121 of the Civil Aviation Safety Regulations (CASR), which governs large and regular public transport (RPT) operations in Australia.
The proposed changes focus on alternate aerodrome planning requirements, aiming to modernise flight planning practices and align them with international standards.
Under current Part 121 rules, operators must plan for an alternate aerodrome in case their destination becomes unavailable due to weather, operational, or safety reasons.
CASA’s proposed amendments will:
- Clarify when an alternate aerodrome must be nominated for both departure and arrival
- Allow greater flexibility for operators using advanced navigation and weather technology
- Better align Australian regulations with ICAO and international best practice.
The amendments encourage operators to adopt a more data-driven and risk-based approach to flight planning, reflecting improvements in aircraft performance, systems reliability, and situational awareness.
Feedback is open through CASA’s Consultation Hub, and operators, flight planners, and aviation safety managers are encouraged to participate.
